On Wednesday, at 9:30 am, there will be a City Council meeting. On the agenda are funding considerations for the City’s tourism agency, Discover Saskatoon. Per a Committee recommendation, Council is considering annual 3% inflationary increases from 2026 to 2029, a $100,000 annual performance-based bonus starting in 2027, and an additional $50,000 contribution to the Major Special Events Reserve for 2027-2029. Administration may also be directed to explore potential governance reforms with Saskatoon Regional Economic Development Authority (SREDA) and Discover Saskatoon to maximize City funding for similar functions and report back by Q3 2026. Subject to any changes from that review, the City could execute a 2026-2029 Fee-for-Service Agreement with Discover Saskatoon.

Council is being asked to approve borrowing for the new Central Library project, with $30 million planned in April 2026 and $15 million in October 2026. This phased borrowing approach aligns with the library’s construction cash flow, minimizes interest costs, and allows the City to leverage other funding sources before borrowing. Monthly payments of about $160,160 for April and $80,530 for October will be covered by the Saskatoon Public Library’s operating funds. Borrowing bylaws will be presented for Council approval.

Councillor Donauer has proposed a motion for the City to review winter road maintenance contractor performance and procurement. The motion asks Administration to explore ways to monitor and document contractor performance, consider past performance when awarding future contracts, and potentially refuse work to contractors with poor records. It also suggests evaluating whether contractors’ service areas could rotate annually to ensure all parts of the city receive consistent service over time.

Councillor Jeffries has proposed a motion asking Administration to report on planning considerations for the Downtown Event and Entertainment District (DEED). The report should explore the potential for a district energy system to serve new DEED facilities and other downtown buildings under various partnership and funding models. It should also consider including residential units in the district, either in new construction or on surplus City land, and identify potential partnerships, including with Indigenous nations, for different aspects of the project.
- There will be a City Council Public Hearing on Wednesday at 6:00 pm. Council will hear feedback on several land use and development proposals. Two discretionary day care applications from LoveZone Early Learning Centre are on the agenda: one at 21 Young Crescent for up to 20 children and three employees is recommended for approval, while another at 1605 Cumberland Avenue South for up to 30 children and four employees is recommended for denial. Council will also review multiple Official Community Plan amendments and rezoning proposals. These include updates to land use maps, neighbourhood concept plans, and rezoning agreements.
