- City Council will meet on Wednesday at 9:30 am. On the agenda is a proposal to purchase a 47.14-acre parcel on Lorne Avenue South for $3,800,000 to serve as the new South Material Works Yard, replacing the existing Nicholson Yards. The total capital project cost, including site acquisition, preparation, and an environmental review, is estimated at $4,009,000. The City is seeking approval to borrow the full $3.8 million land cost, with a closing date of June 30th. The site would consolidate south-side operations, material storage, and equipment, though Administration notes it will require initial work before becoming fully operational.
- Also on Wednesday's agenda is a request for $9,800,000 to $10,500,000 in capital funding to rehabilitate Archibald Arena. The arena requires significant structural, mechanical, and life-safety upgrades and has a backlog of deferred maintenance that Administration characterizes as one of the more pressing needs among the City's older recreation facilities. The City applied three times for federal funding through the Green and Inclusive Community Buildings grant program and was rejected each time. Administration is now asking Council to approve the project without federal support and to grant exemptions from LEED Silver and Net-Zero Energy standards, given the constraints of the existing building. Construction is targeted for Spring 2027.
- Council will also vote on eight amendments to the Vehicles for Hire Bylaw. The most significant change replaces the current van rate - calculated at 1.5 times the standard sedan rate - with a flat $9.50 surcharge per trip. An industry survey found 63% of operators opposed the change, with 37% in favour. Other proposed amendments include updated insurance requirements, revised accessible vehicle standards, new licence categories, and clarifications to driver training obligations. Approximately 216 vehicle licences are currently active in Saskatoon covering around 350 drivers, and accessible vehicle operators have raised concerns that certain proposed insurance requirements may not be financially workable for their segment of the market.
- Also on Wednesday, Council will hold a public hearing on a zoning bylaw text amendment that revises development standards for garden suites and garage suites. The proposed changes are aimed at removing regulatory barriers to secondary suite construction on private properties. Under the new rules, sites with rear lane access would be permitted a building height of up to 6 metres and 2 storeys, while sites without a lane are capped at 5 metres and 1 storey; garden suites would be limited to 80 square metres, while garage suites on lane-access lots could be up to 167 square metres. Dormers would be permitted on lane-access sites, balconies must be screened with solid non-transparent materials, and a through-site corner lot's front yard may be deemed a rear yard for purposes of the bylaw - expanding where suites can be sited.
- A City report shows the municipal cost of responding to homelessness reached $4.6 million in 2025, up from $3.2 million in 2024. The City has budgeted approximately $4 million per year for the next two years. The largest single expense is encampment response - handled primarily by the fire department and other front-line crews - which accounts for $3.2 million of the annual budget on its own. The October 2025 point-in-time count identified 1,931 individuals experiencing homelessness, an increase of 432 from the prior year, including 219 children under 12 and 209 youth aged 13 to 24. From 2024 to 2027, the City has committed $16.9 million toward affordable housing initiatives, including incentives to redevelop vacant and derelict properties and programs to convert underused commercial buildings to housing. Mayor Cynthia Block has described homelessness as the single greatest issue the city faces.
